Oh yeah, I'm fully aware! It's mostly just funny that we end up recreating these sort of little real life 'inefficiencies' without meaning to. In a similar vein, government workers in Victoria 3 have to pay taxes on the money they're paid by the government.

Or, "here's a hundred bucks, but you better give me twenty of those right back"

Today in developing a society building game: Making pops that receive wage subsidies from the government pay income tax on those subsidies, as otherwise they could end up making more money from a lower wage.

If Prussia just feels too easy, you could always try unifying Germany in @PDXVictoria as the senior Hohenzollern line instead. While not the absolutely smallest of the German states, it's certainly down there - and starts as a Puppet of Prussia, to boot.
