As a player who played from The Division 1 to The Division 2, I've always loved the world of this game and the variety of equipment. However,I found that players equipped with blue core benefit very little (not just from the aspect of armor value). In the course of playing PVE (Heroic/legendary difficulty missions and Open World events), even when I'm wearing four blue core gear I can't achieve a balance between dps and survival: after enemy dps peaks or I leave cover for a short while, enemy attacks will instantly empty my armor forcing me to stop dps.
Even as a tank in the case of six blue core, the player still can not stand under the enemy attack (especially in group situations to play high difficulty missions). In the white zone of the game PVE, the player's armor has always been very fragile.
Compared to red and yellow cores, blue cores have much lower returns, leading many players to be reluctant to increase the number of blue cores (or go to the extreme and put on a glass cannon + six red cores) to ensure effective output in difficult missions.Few players use blue cores in high difficulty missions.
Therefore I make a few suggestions

  1. Nerf enemys damage in the Open World and missions
  2. Or buff players armor value of blue cores, increase the benefit of the minor attribute "armor regeneration" 
  3. Or in PVE, a blue core gives a certain amount of damage reduction (hidden attribute)
