After completing the Wall Street mission, the three exits outside the mission area (two on the northwest/southeast part of Wall Street, and one on Nassau Street to the northeast) remain closed, making it impossible to leave the area without fast traveling. The linked video shows all three of the closed exits. If memory serves, the exits opened after completing the mission for the first time on Story difficulty, but after every replay, the exits stay closed.
