[2019] Low fps, between 1-20

The problem is SlimDX, you should check it fine. Check if you have the newest.

You also can check your DxDialog and see if all is fine.

The cause was actually the overheating of the CPU cores. I thought that the capacity would be high if they are overheating, but wrong.
