Have you tried to change some graphic options in the game menu? Texture Quality? Shader Quality? Vsync On/Off? Widowed mode?

Do you use other software from your gpu? Have you checked if your gpu drivers are updated? You also can check your DxDiag to observe if there is something wrong.

Can you attach screenshot of those graphics that are not loading properly?

Have you checked to verify the integrity of the files? [Right button on the name of the game in your STEAM library, propierties, Local files, Verify file integrity]
