If your game is not working fine, it's an issue, and the way to report it is in that specific part of the forum.
The game engine is pretty powerful and it's able to move thousands of units at same time in screen even in not very powerful machines so probably your pc is not very well configured or there must be something that is not working fine.
What do you mean with level 45? Do you mean day 45?
I suggest you checking your gpu drivers maybe they are not updated. You also can downgrade the in game graphic quality (shader, etc) to medium and check if the game works better.
