We are not asking you for disabling continuously your pc protections only to try to launch the game. Just to know if the origin of the issue is in your pc protections.

Please, check also if you have any tool in your antivirus like real time protection. Try to disable it to check if the game is launched properly.

You have to allow Theyarebillions.exe in your Norton Antivirus or allow writting permissions to Documents/My Games/They are Billions.

Disable your real time scanner from Norton Antivirus when you are going to play the game will maybe make the trick too.
