[2020] AI bug?

When units are holding a line against a charging wave of zombies, some zombies seem to be getting ignored on the front. There will be one or two zombies attacking the front line and all the units ignore them, shooting all the other zombies except them. Meanwhile units are going down one by one because these zombies are not being taken out.

My unit attack box is checked for attack closest not attack strongest. I don't know what else it could be.
