Please, try to run the game as administrator.

You can also check if you use Radeon GPU software, After Burner or Riva-Tuner Statistics Server

if you got the game run as administror your problem probably comes from your user permission in your Windows os. Check them and also check if your antivirus is blocking the game writting permissions. Allow it in your antivirus or firewall blacklists.
