Just bought this on PS4 today. Are the servers down? I can not join my friend at all, and they can’t join me either.

Hey! If possible and if you're on PC, could you try these steps in order? We've seen some players get past the unexpected error by doing so:

See if the game needs any updates
Try verifying your Steam files (if you are on Steam)
Updating your graphic card drivers
Verifying Microsoft Visual C++ is installed
Uninstall Sonic Studio
If you have a VPN, this might interfere. Be sure your anti virus isn't affecting the game too.
Reboot PC/Reinstall the game
Use the Saved Folder delete process: Search "%localappdata%" in your Windows search bar, find TOM, make a copy of the save folder on your Desktop for security and delete the original save folder.
