Just some basic consideration while you're coming up with this plan!

1) Reducing the Combat Mission tiers to 5-10 helps consolidate the playerbase. This helps queue times for faster, more consistent matchmaking.

2) Players are very aware that 5 is a bigger number than 4, and that 10 is a bigger number then 9. In general, players are drawn to the biggest number available, be that Tier, Health Pool, Damage, and more... So lower tiers are already fighting the inertia of players that want to move onward and upward.

3) Lower Tiers have less consumables and poorer stats in general, as they are weaker ships. A lot of folks play Tier 10 for the best-in-game accuracy and other characteristics, so a lower-tier incentive would like need a complete change in terms of range/dispersion/gameplay.

They shouldn't be. They should operate the same as if they didn't have SE.

Now SE just gives the ship more health, which is distributed proportionately the same way as without SE.

Yes, issues slip through. Our PTS is used, but it's not a healthy enough environment to get strong enough data from. Feedback is helpful in telling us what to look into though, and the faster we can find the pain points the sooner they can be addressed.

As to the issues you mentioned:

The balancing process of this (or lack of the ability to do so pre-0.8.0) is something we acknowledged as taking far too long on Live Server. That's why Subs have been handled in such an extremely different manner.

It took about 7 months to lock CVs into the state they are in now (for the most part. Rockets were significantly adjusted after due to more Feedback and observed interaction problems)

Some things just have to go through the process. While Dead Eye and Secondaries were very large complaint areas, both of those were addressed in the end.

While I understand the concern, the fix was to make the increased healthpool distribute health out to the sections of the ship like it does on ships without SE. All you are doing it making the Maximum Health higher, while retaining the same percentages of HP to ship-part ratios.

The published article on the news portal has a link to 3 WG Containers, which award flags and 1 day of Premium time each (3 days total).

"Example 3:

Situation: A player has all the available ships in the Tier 5-7 Group AND the Tier 8-9 Group.

The Santa's Mega Container will continue to have a 16% Drop Chance for "Ships", so the Drop Chance is distributed proportionally amongst the remaining two groups. This will look at the Ratio of the remaining groups, and distribute amongst them such to maintain that ratio.

There is only one remaining group. This will be used to apportion the Drop Chance from the disabled groups.

Tier 5-7 ships: 0% (no available ships to attain disables this Group)
Tier 8-9 ships: 0% (no available ships to attain disables this Group)
Tier X and Rare: 16% (1% increased by 100% of the disabled groups' Drop Chance)"

I haven't played the Mackensen, but I noticed it's terrible AA last night when I played Saipan and nothing got shot down in three passes. Definitely a weakness, to be sure.

Question though. How does she perform in a non-CV game? Are her other attributes capable enough when there's no CV-weakness being used against it?

Musashi is an example of a Battleship that has a lot of power until she meets planes, for instance. It's a designed in weakness that allows more powers in her other areas.

Maybe not~ But part of being a Community Manager is interacting with the Community and elevating their voice. So if there's a solid belief/argument for X, I need to know what that is.

Either it's a misconception that needs to be addressed with information, or it's a problem I need to see about fixing.

Can you catch me up on why you're saying this? You've said this several times, and it's raised question marks each time.

Worth noting that Submarines are exploring more torpedo-based play, whereas a lot of recently introduced Destroyers have been exploring different styles of gunplay. It's a logical gameplay extension to expand on ways to use a weapon to interact in the game.

Boggzy is out of town at a big company thingy, so the live events are canceled for this week.

Last week we did 11 hours of Streaming with the Peal Harbor 80th Anniversary, normal community stream, and our 7-hour timeslot in the 24 Hour Charity Drive for Save the Children

Typically Slot 4 on Battleships is going to be used for reducing Fire & Flood duration by 15%. Battleships can expect to be lit on Fire whenever possible by damage-hungry enemies.

Propulsion mod is more for Cruisers/Destroyers that have enough kick in their engines to juke some shellfire. While you can use that on a Battleship to generate some misses, the California is not very speedy/nimble.
