For water and sewage, you always want to connect them directly to the grid and not through each other. So it should look like this:

Unlimited Trees and More Vehicles deal with two of the limits. Make sure you read the descriptions though! More Vehicles CANNOT be removed again, so your city will rely on the mod. 81 tiles goes beyond the 25 tile limit. Procedural Objects is a way to get around the prop and building limit - kinda. It turns them into a different type of object and buildings become purely decorative. But it can be used to keep building.

For the road limit, consider removing power lines and pipes. All networks count towards this limit, so you can use mods like Remove Need for Pipes/powerlines or Klyte's Electric Roads. Fences, canals and quays also count here, so remove any you can live without to free up more roads.

Looking at your mods, there are a few you need to unsubscribe and get the newer versions of:

- Painter - get Repaint instead
- Ploppable RICO - get Ploppable RICO Revisited instead (this is almost certainly causing the error)

Make sure to enable the new mods as they'll be disabled by default. Then restart the game and load your save. If the error is still there, upload a new log from that attempt and I'll have a look again. But it looks like the error that should be fixed in the newer RICO. So crossing fingers that'll do the trick. :)

Check to make sure you don't have the -noWorkshop launch option running. I've left it in more than one time and forgotten about it. Go to your games Library in Steam, right click on Cities: Skylines and select Properties. Then click the "Set launch options..." and make sure it doesn't say "-noWorkshop" in there.

For the Content Manager I'm specifically thinking of the category highlighted here:

Sometimes things show up there while not being in the other categories. When they show up there, it's usually a Steam connection issue, but you've already tried the things that usually fix it. If they show there, we might need to do a clean install of Cities to get them to show up correctly.

Do you see them in the Steam Workshop category in the Content Manager? Or is that empty too? And do the default mods like Unlimted Money and Unlock All show up properly?

Are you getting the "You cannot place any more of this type" when trying to place a prop? If so, then you have indeed reach the limit. You can use a mod like Procedural Objects to get around that, as it lets you turn things into POs instead, which have their own limit.

Otherwise your only option would be to remove props you have placed to free up some. If you have areas that are decorated similarly, then you can make custom parks and place props in them. Props inside buildings do not count towards the limit.

Try logging out of Steam, shutting Steam down completely, then restart Steam and log in. Try starting the game and see if that does the trick.

We will need the files found in the folder, the error mentions. To find it right click your game in the Steam library, select Properties, go to the Local Files tab and select Browse local files. We will need both the error.log and the output_log.txt (called player.log on Mac or Linux).

As we can't attach files here on Steam, you will need to upload the file somewhere else. Here's a few sites you can upload it to, which do not require you to sign up first:

Hmm, then I'm afraid we won't get around doing a clean install of the game. :/

Here's how that's done:
- Remove the game from Steam (uninstall)
- Manually delete all these files and folders, if still there:

...\Steam\steamapps\common\Cities_Skylines\
...\Steam\SteamApps\workshop\content\255710\
...\AppData\Local\Colossal Order\Cities_Skylines
first move the /saves/ folder elsewhere to keep your save games
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)

"Duplicate prefab name" can be safely ignored. It just detects that some names are the same, but that usually only happens when the items are also the same. So everything works like it should.

If the above mod doesn't help you (make sure it's enabled), then we'll need to see your output_log.txt (called player.log on Mac and Linux). To easily find the local files for the game, right click your game in the Steam library, select Properties, go to the Local Files tab and select Browse local files.

Restart the game, then enable mods again. This happens when the file that stores what's enabled gets corrupted. Not sure why it happens, but it happens less if you end the process for Cities Skylines instead of exiting normally. Just make sure the saving process is completely done ("packaging" up in the top right needs to disappear)!
