Most of the CPU usage comes from calculating where people go. If you use any mods that make the AI smarter (like TMPE or Real Time), removing those might increase your performance some. But the slowdown will happen at some point regardless - just at a larger population instead.

That sounds like it may be related to the launcher, but I'm not sure. Your best option is to get in contact with Paradox Support by either making a ticket or posting on the forums.

Network Skins 2 will let you remove lamps from a segment of a road. Then you can juse move the nodes with Move It or place prop lamps where you want them, if the stretch is too long to not have any lamps at all.

The official support forums are the most practical, since you can attach files directly there.

But you are also welcome to upload your log somewhere else (the guide shaneturner12 linked as a few recommendations to free sites you can use) and post a link here. :)

Being so close to the vehicle limit, that does seem like it might at least play a role here. How is your industrial traffic? Reducing trucks might be one way to clear up some vehicles, which can be done by providing cargo ships/trains/planes to import/export as well as distribute raw materials and goods around your city.

You don't need to paint a district in a city first. If you want to make your own style, you can start by doing that in the Content Manager, before you even load your city. :)

I'm just gonna add some screenshots showing how to make a style and add buildings to it. It's a little easier to explain with arrows pointing to the different buttons. ^^

In the Content Manager go into Styles and make a new Style (if you haven't already done that ofc).

Since your other city is fine, my guess is it's the normal slowdown that happens as a city grows and has so many citizens, that the simulation slows down to be able to keep up with all the calculations. It happens for all cities and computers at some point. The more powerful the CPU, the larger a city can be before the speed up options stop having a real effect.

Very strange! It might be worth deleting it completely and erasing the whole campus area as well to reset things.

Edit: I mean, just the painted area, but leaving all the other buildings. :)

You mean the white box that shows on the left of the screen? Or chirps?

Both can be disabled without mods. Just go into "Options", and then under "Gameplay" find the "In-game settings". Disable "Show in-game guide popup" to avoid seeing the white box with tips, and disable "Auto-open Chirper messages" to ignore what your citizens are chirping about.

It sounds like moving the building around with Move It has disconnected it from the campus area. Try relocating it with the default move option (not Move It) and place it inside the area. If that doesn't work, try deleting it and placing a new one of it in the right area.

I see you have the No Problem Notifications mod. Depending on how many notifications you use it for, I would disable it temporarily to make sure you aren't missing some notifications, which would explain why your buildings aren't operating.

I also noticed a couple of old mods, which you should unsubscribe from:
- Ireland Terrain Theme - you don't have the dependency mod, so there's no point in having this. Better to find a map theme that works for you.
- Demand Master - dynamic demand is broken, use Super Demand instead

To use a style in your city, you will first need to paint a district over the area, that should have the style applied. Then you select the district and can pick any available theme for that district. The game will then try to pick only the buildings in the style for that whole district - but if there are no residential buildings in a style (which is the case with Modern City Center for example), then it will select any of the available buildings to make sure buildings spawn.

You can also create your own styles. This is done in the Content Manager before loading a save. First you go into Styles to create a new style and name it. Once you've done that, you can go through your buildings and add them to the new style you created. You cannot add default buildings to a style, only workshop buildings. And you cannot edit the styles that come with the game, like the Modern City Center style.

I'm sorry to hear your experience has been frustrating! What you're describing does not sound normal, so I'd really like to help figure out, what's happening. The best place to start would be to ignore mods and exclude them as the cause for these problems. If you are subscribed to mods, and easy way to set the game back to it's original state is to use the launch options -noWorkshop and -disableMods, then start a new city (as saves made with mods can still be affected by those mods).

How to add launch options in Steam

If you have not been using any mods or workshop content already, then sharing your save is the best wa... Read more

I would probably try with quays in some form, but I'm not sure how well they work. Otherwise if you're just landscaping, Extra Landscaping Tools lets you copy a height of the terrain. You'd still have to estimate the width, but at least they'd all be the same height.

Looks like you're using a mod to resize the menu, so simply make it smaller, so it doesn't overlap the upgrade button.

I'm guessing you're using Resize It or More Advanced Toolbar, so check the mod descriptions if you're unsure how to resize the menu with the one you have. :)
