Make sure to put in water pipes and connect the area to the power grid. I usually plop down a fire station and give it power, so power can spread from it to other buildings. Buildings can spawn without water and power, but they are much more likely to do so when there is power.

You might also want to take a look at your education levels for the city. The orange bar shows both demand for industry AND offices, so if your citizens are generally highly educated, the demand might be for offices instead.

Alternately you can use custom roads, which do not use the map theme's road texture. Here are a few examples of roads, which have their own look no matter the theme.

The game doesn't come with additional Map Themes, so you will need to find some on the workshop, that you want to use. Here's the category

Then whenever you load a map (be it a new city or a savegame), you can select a theme below the image on the right. Without mods a Map Theme has to match the type of map. So for a temperate map, you will only see any temperate Map Themes you have installed.

It's been a long time since I've seen that error. Most likely it's an outdated or incompatible mod that's causing it. The best place to start is to check your mods against this list of known broken and incompatible mods.

The link will not show us your list of subscribed items. Only you can see that, and it will just take us to our down subscriptions.

The easiest way for us to see your subscribed mods, is for you to share your output log (called player.log on Mac and Linux) somewhere and link to it here. It will show us all your mods along with their Steam ID, so we also know which versions.

To easily find the local files for the game, right click your game in the Steam library, select Properties, go to the Local Files tab and select Browse local files.

The error doesn't really give any details that helps in figuring out why it's happening. Could be an incompatible mod, would be the mod files have been messed up.

You can try unsubscribing/resubscribing the mod while out of the game. That will make Steam redownload the files, fixing any issues there might be with them.

You can also upload your output log. Then we can see what other mods you have and what happens before the error (which sometimes helps narrow down the cause). This guide explains where to find the log and recommends a few sites you can upload it to, since we can't attach files here on Steam.

Try adding the launch options -noWorkshop and -disableMods in Steam. Does it happen then as well?

The RTX 2080ti should be able to handle the game perfectly fine without needing the -force-d3d9 launch option - that's typically only needed for lower end graphics cards.

It could be Steam's connection that's struggling for you. At least that's also what happens when Steam isn't connecting right. Sometimes I can't get it to update mods/assets even though I restart the game several times and it should update automatically. For me logging out of Steam and restarting Steam does the trick and makes it reconnect properly.

That is really strange! If I remember right, they should all unlock together. :S

The vehicle limit is 16k - it's entirely possible to hit it with a small city of only 10k. And it's so easy to check, there's no reason not to exclude it early on before doing more time consuming troubleshooting. I'm not saying that's what's happening here, but it's a possibility.

If you have Extra Landscaping Tools, you can reset the water level a bunch of times while the waves disappear.

Those are custom metro station assets, which I think is where the problem is. When I hold Shift I can place stops just fine, which indicates that the stations are missing some internal spawners.

Spawn Point Fix should solve that, but looks like it isn't for some reason. So you might want to either change the metro stations to another building that works better or just live with the fact that you have to hold Shift to add stops to those.

Is this the same for all roads? Some roads simply only have ground mode and so can't be elevated or built over water.
