Can we try changing the DNS on your PS4 as well to see if that helps? To update the DNS follow the steps below:
Have you had the chance to check the power settings in Windows to see what they're set to? If they're set to Balanced it might be restricting the power the CPU is using, which could be affecting the clock speed. Try setting the Windows power to High Performance to see if that makes any difference at all.

I don't think anything was changed in relation to melee attacks in the latest update as far as I know. I've seen similar reports to this in the past, and in a lot of cases the melee input is being triggered accidentally while shooting. With the melee input being bound to the R3 it's pretty easy to hit it without realizing.

Since you're running 8GB of RAM a 12GB page file makes sense. The rule of thumb is generally 1.5 times your available RAM.
Did this just recently start happening? Have you made any hardware changes to your PC recently?
