This is not considered to be a bug.

As this behaviour is not new, I highly doubt that it has not been reported at some point, but we'll check.

You probably have not completed 40 quests yet, which is why you cannot collect the reward.

Did they finish building? Maybe the quest was fulfilled at one point, but a polivation ran out.

This looks like Brave. I heard that Brave is not a browser we officially support.
