The thrall cap feature was introduced more than a year ago in the game and has been available for server admins and SP players since then. Enabling it on official servers is a setting change that would require nothing but a server restart. This is why it is not included in the patchnotes.
However, once we have concrete information on the exact date it is going to be enabled, we will release an announcement post with all the details in advance, including the final number per server type as well as any other useful information.

Yes, that is the suggestion that we’ve sent to our team and we’re evaluating it. If implemented, it would be limited to jumping between the possible savegames/databases one can have while playing in single player mode (EL and Siptah), and not to or from official/private servers for obvious reasons.
The reason why it was not contemplated for single player in the first place is that normally in online play, to recreate a character one has to start from scratch and play/grind back to where they were originally, with RNG thrown into the mix (unless being an admin and/or having access to the database). In single-player, albeit clunky, it is possible to workaround this with a little of patience. Other theories or possible reasons thrown on this thread are, to be fair, a little on the far-fetched side.

Keeping two separate folders, as in, having the live game folder backed up at an external location (i.e. desktop) then reinstalling the game with the testlive beta branch at its normal installation folder. Once you want to go back to the live game, just swap the folders.
It’s what I’ve personally used for a few months now, to make sure I don’t stumble into this kind of issue. A bit of a clunky workaround, but works.
Edit: Just realised, I forgot to also mention! When swapping the folders, remember to also set the game branch to its correct setting as well, otherwise Steam will override the new files once it checks game integrity!
