We’ve been gathering information from other players with similar reports, and all seem to point out at this issue being caused by mods.
It is most likely caused by BPGameItemWeapons having wrong values:
OnBlockHealthDamageDeflection should be set to 1.

As @Narelle pointed out, this feature was sent back to the backburner while we iron out some bigger loopholes.
That being said, the particular problem with this feature you mentioned has been fixed in the upcoming hotfix 2.2.1, currently scheduled to be released early this week.
Just to confirm, there’s a hotfix scheduled for this week (current ETA is “early this week”) with a fix addressing these performance problems.
This hotfix is currently being tested. Despite the frustration the performance issues are already causing, please allow us some time to test and verify the hotfix before releasing to ensure it is delivered without causing further issues.

Does this issue happen constantly or consistently?
We are still investigating and gathering results. Some community members are also helping us populate the list. The results are most likely going to come out once the new hotfix is out, as @Eudas pointed out. On the flip side, some of the items that were found to have had their stats unintentionally modified will also see a fix in that hotfix.
We’ll have more news once the report is out.
