Yeah then perhaps it would have been better for me to say “it’s strange that future BIS Imcando/Crystal fusions didn’t get locked behind equally as difficult content”, as MOTAS is much easier to obtain and not nearly as Quest-Gated. Someone else commented and actually gave a fair lore explanation as to why it works out too (the two picksaxes technically being a form of Dragon Item and smithing them together requiring Dragonkin Knoweledge or some substitute for it). But your answer was as clear as could be and I appreciate you taking the time to give it!
I think that probably reflects the major design ethos differences between the two projects. M&S was about plugging into a hundred different existing systems and pieces of content. We had to make a lot of decisions about what would and wouldn't be "required" (like for example Family Crest retained its status as being very significant) and generally I err on the side of "less required". With the top pick, that was an opportunity to add something that really pushed the reqs.
Archaeology by comparison was a new skill, without a huge number of pre-existing rewards. It wouldn't make any sense to me to go back and add an archaeology bonus to an old quest, and they had their own progression and reward structures worked out much more coherently from the start because it was designed in whole from scratch.
The requirement is there on purpose to make the BIS pick more challenging and rewarding to obtain. It's not trying to follow any particular logical precedent beyond "this is an expensive and difficult to obtain item which fits thematically as a component".
The philosophy here is that in general, the M&S rework didn't gate core content behind quests even when it might have made narrative sense to do so - for example, banite isn't quest locked, and we added sources of animica outside Prif.
However, that same attitude doesn't need to exist for the best rewards, especially the BIS. The POEAS isn't in any way required to progress in the mining skill, and the elder rune pickaxe +5 is vastly more accessible.
I find the phrase "It does not follow the path taken by similar items (i.e. Mattock of Time and Space)" very strange given that the POEAS was implemented first.

We actually have some plans here, but the current storyline already involves so many characters who demand to be dealt with that we don't need another one just yet. We haven't forgotten about her though.
I don't consider the god tiers canon and this post is a good example of why. While characters shouldn't be able to deus ex machina like superman 2, strict and specific limits on exactly what a god is, and therefore what they can or should be able to do, demystify them as characters. My canon answer therefore is that we don't have any idea what Tumeken was like or what he can do, and further we don't really know the limits of any god.
The weirdest thing about this imo is that it's the +1 upgraded variant, which would normally only be obtained via the new Smithing method
We did this for exactly this reason. All smithed gear gets converted to tokens (to retain alch value) except if you have it equipped. If you have it equipped we assume you actually wanted the gear, so we leave it as gear in case you were in the middle of fighting and logged in naked. Since the new gear is (generally) worth far less than the old gear, we set it to be the maximum upgrade level as partial compensation.

Actually to expand on that thought, I think the underlying thing that's going on here is the set of expectations that players have, and that we feel, are associated with a piece of content that has a particular label.

But I think it’s important to realize that every developer has a different feel for what is and isn’t a mini-quest.
Take Chef’s assistant it may be small but it’s quest because it’s predecessor was. Likewise Once Upon a Slime was a new developer who wanted to make a quest as a training exercise. This means they wanted to experience the full gamut of the quest making experience which includes stuff like the quest points and quest journal coding.
In contrast with Once Upon a time it’s only a fragment of a quest. A very good fragment but there isn’t much in the way of gameplay it’s mostly just narrative and fetch. So it’s not really weird that a developer would feel that it’s better suited as a miniquest. However it’s important to keep in mind this format is not necessarily set in stone...

It's also weird to say you don't have the technical setup to move an achievement from a general category to the comp cape category. And that it wasn't related to your task of a major comp cape overhaul. when half of the task that you actually completed was adding and removing a couple achievements.
I was the designer on the comp cape rework. Part of my remit there was establishing and agreeing that we could add new comp reqs (as it had been a controversy in the past), which including making changes to the relationship it has to avatar power. With those changes, we're now free to add reqs without taking away anyone's power.
However, I haven't been a content developer now for nearly ten years. I don't have the tools for coding installed on my machine and in general I'm rusty enough that I shouldn't be trusted with even simple technical changes in isolation in case I cause a catastrophic regression bug. Even if I was a content developer, we have work assignments that we're expecting to prioritise. I work in the episodic team designing (and designing the relationship between) content releases, so within that framework I can and should suggest that the content we're adding include comp reqs.
