We've keep an eye out for similar reports, however for now, we have no known issues with The Setup loot at the moment.
When it comes to targeted loot in Countdown, there's no guarantee you'll receive it or receive it after a certain time frame so there is an element of grinding required to get certain loot eventually.

I've merged your threads together here, apologies for the issues with the One Time Offer packs.
There was an instance of degradation which we believe to have been the cause in pack content not being delivered at the time.
This has since been resolved.
Could you please confirm if you're still missing any of your One Time Offer pack content?
