I was looking for the patch notes on Google and I was able to find a link to a cached version of the new patch notes.

Realize that things might change by the official release. This new patch brings three main changes:

- Raze's satchels do less damage in the air (5-15 hp) and more damage on the floor (up to 50hp) if you activate them quickly (under 0.5 seconds). They won't hurt your teammates anymore;

- Guardian has a faster firerate, it's less expensive (2500>>>2400) and easier to shoot repeatedly;

- The map rotation will avoid repeating the latest map played.

Oh, they mention that they are aware of how the Operator is overpowered and are working on changes for the future.

I use Raze a lot and I think totally removing the easy kill potential of satchels is totally fine. It's too unreactable to do that much damage, it contradicts Valorant's design principle which the devs are super adamant about paraphrasing that if the ability will kill, you probably have enough time to deal with it before it does.
