It was suggested to the OP that they disable Mods. If you have any Mods active, please try removing them and see if the issue persists.
This is strange indeed - please do write a CS ticket about this and include your screenshot and a detailed list of the problems.

In the old system a "Permacamo" was:
A permanently available Visual
Some permanently available Econ Bonuses (if you used the Permacamo)
In the new system, the "Bonus Package" is just the Econ Bonuses from your old Permacamo. The Bonus Package is always active, so it gives you extra stuff regardless of whether you wear a camo (visual) or not.

On the right side of the screen in port, where the ship statistics and your commander are, you will see a new tab called "Economic Bonuses."
You would pay 200 Doubloons for a "Perma-Visual". Visuals provide no economic or gameplay benefit.
The "Bonus Package" for a Tier 10 ship costs 4,800 Doubloons and would provide additional resource bonuses.

If they were unassigned before the Conversion, they are separately assignable. Nice for flexibility.
There are no gameplay or economic aspects tied up in Visuals any longer. Visuals are purely about lookin' cool~
The entire system is not a 1-1 exchange. You cannot compare them this way and expect it to make sense.
If the only thing you used in a match was an Ouroboros, then your FXP modifier was +777% on the 5% of XP.
This would (if the system was 1-1), turn into a 400% FXP modifier now, seeing as FXP is now 10% of BXP.
Since a single Ouroboros was NOT likely to be the only thing you run when trying to earn FXP, you'd add all the camo / Signal bonuses together
That now looks like the +2400% and +7200% - which reflect maximum "sets" of FXP that you could earn.
So if you say, "My 315 Ouroboros" were turned into +400's - then that is only true IF you had no other camos / signals, which as Ahskance points out, is extremely unlikely.

I moved the thread to the Player Suggestion forum as it's a suggestion.
Larger Bonuses can be broken down into smaller ones in the Inventory screen.
