Population still going up after all birth world laws disables (rites summoning included)

You can see the population in the statistics in the corner fluctuate up and down.

this shouldn't be happening because I have Civ Babies world law disabled, Handsome migrants off, Animal Babies off, animal spawn off, drop of thoughts off, and clouds of life off.

Also as you see in the video, the youngest creatures in the world were Fox Humanoid so it wasn't even skeletons being summoned by someone.

For further detail the fox people have sexual reproduction through womb on, yet they still show up in eggs somehow.
