All it achieves, as far as I can tell, is leaving you with weird incomplete stacks that can only be eaten raw... and are mostly better off dropped, because they're not worth eating raw nor occupying an inventory slot given how easy it is to kill another animal later.

Thus I think it should just do 5x more of what it does, drop in smaller numbers, and if necessary have 5x smaller stacks.
It's an intentional function. It used to be the way you're suggesting awhile back; But it would've meant the meat harvesting skill would have to have dramatically large % bonuses for it to function, Having it that way meant that no recipe could use LESS than one full meat, and a few other things.
For the skill thing, it wouldn't be able to have a 20% increase because 20% increase of 1 is 1.2, which rounds down to 1.

So what the devs did is they multiplied the drop rate x5 and the cost of major recipes by 5; This enabled the skill to be a 20% bonus per level, roughly inline with most other skills; now a 20% bonus of 5 is 6; And it enabled the devs to optionally use LESS meat for some recipes, And for the raw meat to be impacted by the cooking perk's cost reduction effect, and a couple other things.

It's a somewhat debatable choice- But it works fine, overall, achieves the developers goal and doesn't actually hurt the user.... It surprises me to hear you drop the meat, I always bring the whole harvest back to base where it gets stored in a food chest and later cooked- Seems more like you cook on the go, which is unusual and not quite how the game is strictly 'intended' to be played. Sure it's easy to go out and find another animal, but you can overhunt areas and stop getting animal spawns, so to me any waste of it is bad.

More power to you though, I spose. Anyway, that's the reasoning, ish. And it's unlikely to be changed since it works the way the devs want it to.. Prolly wouldn't be hard to mod though if it really bothers you that much.
