I fyou can't lose and there is no story to play through it is not a game.

A game is an activity engaged in for ones diversion or amusement. To play, to have fun.

Flipping a coin can be a game for some people as they go for their personal best number of heads or tails in a row. Minecraft and those other games similarly are games- They're played for ones enjoyment; Whether or not there is a 'lose' state has no bearing whatsoever on whether or not it is a game.
