The client already uses multithreading to an extent. Mostly it uses the GPU for generating the world though.
15 minutes is a bit extreme for that setup. You have something else getting in the way of world generation. Even considering the lackluster performance on 10th and 11th-gen Intel compared to the previous 9th-gen, you should not be waiting that long.
I just created a 10k world with default settings, and the generation time was barely over seven minutes.

Keep in mind that RWG is still a work in progress too. Even now in a21 it is still going through changes and optimizations.
In your case though, I would check to make sure that the game client is properly excluded from security software, and that you aren't busy playing with other things when generating a map.
