[2022] HIGHER level pickaxe = less dmg to blocks

Does the Quality 3 pickaxe have mods on it, and the Quality 4 pickaxe not have mods on it?
Every equipped mod increases main stats for the weapon by 15~%; In the case of pickaxe, that'd be block damage.
