Personally, I'm getting relatively similar performance using higher settings.

I'm on an R9 3900X, 32GB RAM, a RX6800XT, and NVMe RAID at 1440p. Forest FPS is 140-160, Cities are 70-90, horde in the cities is still 50-80.
I will also note that my system is heavily cooled. Using a Cooler Master MasterBox MB511 with four intake fans, and three exit fans in addition to the exit flow through the GPU. I also am using an Evo-212 CPU cooler with fans on both sides.
One thing that is common for Intel 12th-gen and newer is that the client ends up getting stuck on one of the E-Cores instead of a performance core, and that basically nukes your ability to have good performance.
Curious about your temps though. What are you seeing? I know my 6800 pull a LOT of wattage when the game is running, but I haven't noticed any serious spike in temps. Loads of reports about Nvidia GPU's heating up though.
