I think the OP means the stumps you smash to get honey from, not the lootable ones, although are lootable stumps (not the ones you smash to get honey which WON’T respawn) still in the game? I remember from an alpha or a few back that they were, but so far I haven’t encountered any in my A20 world.
You might be right- I thought they removed it too, but I've also seen the lootable variant brought up a couple times, so iuno.

If indeed the OP meant the stumps you axe to get honey, then no, loot respawn has no effect- Since it's not a lootable object.

Further, Anything actively removed from the game world will not respawn under natural conditions. If you salvage a car, It is gone. If you chop a tree, it is gone. If you salvage a house of all it's electronics, all those are gone. Quests can refresh a given POI, but that only affects the POI not any space outside it's boundaries. None of these will respawn from loot respawn; If it's gone, it's gone.

Only lootable objects that still exist in the world after being looted will be refreshed by loot respawn.
