They work in parallel on features for this version and the next.
A lot of the artists have been working on stuff in a22 for nearly a year now, but coding didn't really get started until probably May.
It's also interesting to see how some of the bug fixes get written for a22, and then ported backwards into the next a21 build.
They've said that a22 build time would be a lot shorter, and we are likely to see it in just a few months. I find this very plausible as a lot of the things expected to arrive with a22, were worked on heavily in the a21 development. They just weren't completed enough to be ready for public testing yet.
As the builds sit right now, we have a21 b324 in the public, a21.1 is being worked on, and already has a good number of important bug fixes, and a22 is on build 23.
