The game is CPU bound. It doesn't care about your GPU a whole lot.

Though your CPU is a bit weak for a generation Intel obviously didn't care about because the previous generation was faster, it's still more than capable of a stable 60 FPS everywhere except the downtown area where there is a known issue with glass tanking FPS.

If you still have issues after that, then give us more details. There is a Pinned thread in the Support section of the forum that this thread is being moved to that gives you instructions for what I need. In your case, a published Speccy data file would be extremely useful.
