They can spawn day 1. But the devs have rebalanced what it takes to get a screamers. If you have a modest base, and 1 of each workstation where each gets run intermittently and not full time, with maybe 3 dew collectors and dont use firearms in your base area, you'll essentially never see a screamer.
It's when you have, yknow, 4+ forges and 2-4+ work benches and 3 chem stations and 4 campfires all running all the time that you see em all the time.
Since you, OP, are playing on default settings, It's likely you just don't power game enough to get screamers atm; When you get better at the game and start wanting multiple of each station running to feed what you're doing, you'll start running into em.
