The POI has to be fully cleared before placing those blocks to prevent sleeper spawns.
Also note that if you are on a MP server, the protection from sleeper spawns for the bedroll will not be active if you are not online. Depending on how the server is configured, this may also be true for the LCB. So if someone were to travel near your base for the chunks to load, the spawns could be activated while you are offline. Then when you login, it's fun time with zeds.
One of the many reasons we have always advised against making a home out of a POI.
