The hardware in this post was mid-range budget PC when it shipped back in 2007
I mean, as a game is developed, and more systems are added, it is expected that the minimum hardware requirement will increase. It's even detailed in the Steam EA FAQ that the game may become unplayable for you after an update.
It should also be noted that the minimum specification on Steam have been updated appropriately when the hardware requirements for the game have needed to be adjusted. So it's not like TFP is being negligent in maintaining that.
