A21 will be a big visual enhancement because of all the new art and custom decorative items they've added. Also, redoing and balancing the major systems of the game are exactly what they want to be doing right now.

They have been focusing on optimizing the game but the purpose for optimizing right now is to be able to add their next feature. Once they are finished adding features the optimizations will go towards making the finished game run better and better. Also, they hired in-house artists as well as outsourced some art to another studio in order to increase the visual appeal of the game so it isn't like those who are working on graphics are the same people that would be working on optimization otherwise. There is no either/or scenario here for graphics updates vs optimization. It's all happening at the same time by different teams.
