[2023] Radiation zone

Radiation zones currently only exist at the edge of the map to prevent you from reaching the map edge, iirc. And no, hazmat does not currently work, since the current point of the edge radiation is to prevent you from getting to the map edge.

I've heard talk of a coming radiation zone type biome, and I would guess hazmat will work then- But when it'll be implemented I have no idea.
