No, you can't find them laying around. If it's a random server, it could be that someone else just left theirs on accident or logged off there. If it's your own private server with just you two, are you hosting; Or is your friend? Whoever is the host can still use commands to activate Debug Mode or Creative Mode, or spawn items in with item codes.
