I think it probably has more to do with control issues. Games like this are MUCH easier to play with a keyboard and mouse. The controls on the deck don't give you the ability to move or aim as quickly and as accurately as you can on a real computer.
The console version has very similar limitations with the game controllers. I can't play it nearly as well on the PS4 as I can on the PC. And same goes for playing with the PS4 controller on the PC. (I do really like using the controller for driving though.)
