Well, to be fair, we don't know that they made that excuse at all. We have one person that is not affiliated at all with TFP trying to recollect as far as they can that this is THE reason. I don't recall any official TFP rep stating that as THE reason. It might be one of the reasons, though.

What I do know is that there already is a system for adding mods to the game that is a placeholder system and therefore them spending time now to hook up Steam Workshop is not a priority. Those who reaaaaaaaaally want mods can get them and those who are just curious or can't be bothered to figure it out can wait. The devs have bigger fish to fry at this stage of development and since they've provided a rudimentary way to get our games modded that works well enough, they don't feel a rush to to get to that until they can finish the actual default version of the game. Besides....they want most of the player base playing vanilla anyway since that is what they cull their data from for balancing and refining.

Now those might also qualify as lame excuses but whatever excuse any player might have for not being able to download a mod they want today is about 50 times more lame than anything stated today about TFP not getting to workshop support yet. It is super easy to do...
