Outside of horde night, I think it’s a mistake to have vultures attack vehicles in the first place. Instead of passively nullifying them with armor, why not add some gameplay? Add a turret + gunner’s seat to the 4x4, so players can actively shoot down vultures without leaving the vehicle. This could be a blast in multiplayer.

Outside of POIs there are no threats (except for boars for some of us).
Inside of POIs vehicles alone don't help you anyways.

And here the super-vultures could still be modeled to be a threat, by increasing vehicle damage.

Wandering hordes, screamer hordes. Several POI´s could be done even during quests, by just luring the zombies out.

What can you do about a wandering horde or screamer horde now? Two options are to shoot them with your guns, or to get on a vehicle and run away. A vehicle with a mounted weapon wouldn't introduce some new, automatically overpowered option.

In single player at least, it would mostly reduce the awkwardness/annoyance of getting out of the vehicle every time you want to shoot. If you've played games that have both, you've probably experienced that splitting your attention between driving effectively and shooting effectively at the same time is an additional challenge. It's a fun challenge, though - more fun than having no choice but to stop driving first, which is one reason I'd like to see it.

As for POIs, I don't know what you're talking about. POIs are notoriously jam packed with stuff in order to form dungeon crawls, so there's simply no room to get the 4x4 in there in 90% of cases. Even if you did, I don't see how you'd lure the zombies out. For better or worse the sleepers are locked down tight until you get close, and being on a vehicle with or without a gun won't change that.

In multiplayer, there may be more of an argument for it being overpowered. But I think it would be worth balancing the game around that as needed. Because right now, there is no gameplay in vehicles except for the driver. The passenger just sits there with nothing to do. I guess they can navigate now that you can open the map, but letting them shoot (whether with a vehicle weapon or the weapon they have equipped) would surely open up more of the core gameplay. Already, you can have a duo where one person runs around distracting all the zombies while the other picks them off from a safe, less-noticed position. I'd see a vehicle with separate driver and gunner roles as comparable to that.
