Can't != Won't/Haven't.

There is an FOV command, though... Literally FOV #. But FOV's higher than 85 cause major performance hits so values above that are blocked off by default; Even via the command. You need a mod to force it higher.

Bro give people the option to take the performance hit that's not your problem if they would rather have accessibility over max fps give them that choice.
A very selfish look on FOV honestly you would rather see the game run perfect instead of being accessible to more people. Also the epilepsy options above should be considered my fiance wants to play the game but now that i know theres an issue with that i will tell him not to purchase it.

For the record, I'm a moderator- Not one of the developers. That said, It literally IS the developer's problem to ensure the game runs well with all the options available; And users can't be relied upon to self-police themselves when it comes to graphical options- Plenty of people who will jack it up to ultra and then complain that it runs like garbage at 10-15 fps.... For the general population of players, The right move for a developer IS to block off/not provide particular settings or degrees of a given setting so that it can't be pushed to a breaking point except by a users own very purposeful modding of the game- At which point it can be presumed the user actually knows what they're doing.

As for the command, It does work.. I just tested it before mentioning it to be sure. It just doesn't let you go over 85; And setting it over 85 is why most people want the command- So to them it doesn't work. Set it back and forth between 60 and 80 though and you'll see it does indeed function.

And to be clear, I'm all for accessibility options- But currently, at least from the developers' point of view, developing the game takes preference, accessibility is QOL functionality that comes later just before release. Till then, Mods are the best answer we've got.
