The devs said he did but the abilities page still says 30% but they have updated his ultimate so did they forget or is octane still slow?

Not saying u/SilverPit is being deliberate or anything, but in my testing:

Pre patch: you reach a ways before the red dummie (around 5m)

Post patch: you go past the red dummie

In the video, you can see in "pre patch" he walks for a little bit after Octane pulls the stim out, while in "post patch" he immediately stops right when the syringe is pulled out. He also stops a bit past where the "pre patch" video stops, even when you account for the extra walking.
