[2019] Havoc ghost nerf?

I dont think this was mentioned in the patch notes. Havoc is back to 24 round per magazine. Is this another mistake or is the new energy mag meant to just get the havoc back to where it was meant to be, to nerf it early game?

Not sure about the devotion but I would assume it's been reduced too
