Friends not seen on gift recipient list

I am on xbox and for some reason it shows like random accounts I have added (some playstation and some PC and some xbox) but my brother who I play with daily is not listed, weirdly enough his PC account is listed though. Anyone know a fix? I have him added on EA so I do not think that is the issue

To echo a few of the other comments, you'll need to be friends with in-game (platform friends won't count for gifting) and he can only receive that gift once. Full outline for gifting here if needed.
