Only issue I have is that the legendary skins are base skin recolors and not new legendaries.
The legendary havoc IS a full legendary and then some. It's completely new geo/theme AND it is the first ever 3 stage evolving skin that has reactive VFX on kills.
Additionally, the Legendary Apex Pack will drop at least 1 legendary that is completely new geo/theme.

There aren't hidden new legendaries. The legendary crate drops a Guaranteed Legendary from the existing pool of content.
Unless I am missing something here?
It means that Legendaries in general = new geo/theme compared to base skin. Legendary Apex Pack drops 1+ legendaries from the common item pool (aka the same pool of standard Apex Packs).
