I was hoping to know if anyone has a direct response from a developer regarding the quetzal build in this video: https://www.youtube.com/watch?v=fHTcmlAcpM0

My understanding is that platform builds that prevent all damage to the creature are against TOS and this one isn't. There's a big debate on the subject on the server I play on and I was hoping someone could swing the debate either way.

Where did Valor say that? I would love to be able to bring evidence.

It is fine.

The build can be shot from all angles but above. As such it is not against the Code of Conduct.

Curious, how is this any different than the old Paracer platform build that was explicitly ruled to be against CoC? Perhaps some clarification on "platform builds that block damage to tames." And yes, I read that it says prevent damage entirely, but let's be real here. These builds are, for practical purposes, preventing damage entirely. Turrets cannot shoot it, and even small alterations to the design can ensure that it doesn't matter what turret setup you have, you will never be damaged, and you will never be fully encase (as the CoC specifies.) Either blocking damage is allowed or it's not, but getting obscenely specific (as the CoC has) is basically saying, go ahead and build a box around your tame, just make sure there's at least one hole that it can be damaged through and you are good to go.

That is exactly what the rule is saying. The rule was to prevent people from making invincible platform dinos not specifically against turrets. The current rules also disallow sinking foundations on platforms.
