[2019] Whale spawn rate nerfed?

Has the whale spawn rate been nerfed? Seems like since thursday/friday the whale spawn rate has decreased A LOT. Is it just me? I also have been talking to other people whaling in the grid and they all agree and feel like there aren't nearly as many whales as before.

The rumor I've long heard is that they only spawn on a server reset -- after a crash or a server-side patch.

They fixed a big server crash recently so this does seem to support the rumor.

Should be unrelated but we'll investigate.
