Just to re-flag this bug as still outstanding, I have this gear and it is still showing this issue. I don't know if this is a mistake in text or if the gear itself has no applicable perks as a result.
The bug got fixed but the gear won't retro actively fix itself since its already been rolled. You can safely dispose of it at this point.
