Apologies for the tags, but as someone who spends 80% of his game time in HvV and Showdown, this is a pretty important issue for me.
Last time we heard, it was still on "investigation" status, even though from what I've seen on the forums and this sub, most of the community strongly supports HOK becoming passive. This change would be a massive improvement for all heroes across the board as it frees up a slot for improving abilities, allowing for more interesting play styles for everyone instead of the cookie cutter builds.
