Interesting listen. Not claiming to be an expert but it really sounds like alot of the restricted response and time consumption seems to be working around the live service portion of this game.

For example - as far as i can tell - they are making tools with parameters in it to make adjustments to variables (e.g. weapons damage) live, if a variable that is causing a problem isnt included in that tool, a change needs to be made to that tool and then rolled out so that they can make a change to that variable all because its a live service.

This to me sounds like alot of effort and time consumption for what should essentially be a relatively small patch, all because its a live service.

Not to downplay the amount of effort required to do this, but id much rather have a 3 hour downtime every 2 weeks while the game is updated and have faster response to issues/larger coverage patches than have a live service, it makes very little difference to the player IMO.

We can make those updates without downtime now. The downtime wouldn't add anything, it would just be less convenient for you as a player.

Separately, making changes and updating the backend tools is separate work between teams so it's not that we have to choose between making a change OR updating the tools. We can do both.

Setting up that backend will be a major benefit to the game now, but also for what comes in the future.

Then I have to ask why stuff like the RM68 nerf or changes to Hinds took so long? You can change stats of a grenade within days but not to a gun?

You would know the answer to this question if you listened to the episode :-)
